A 29-year-old San Bruno man is behind bars on $1.2 million bail after he was arrested Friday on accusations he sexually assaulted a developmentally disabled woman in August and peeped into the home of another woman less than a mile away Aug. 28 and Sept. 6, according to the San Mateo County District Attorney’s Office.
In his first court appearance Monday, Shon Chow did not enter a plea to seven felony and two misdemeanor charges alleging he raped and orally copulated a 26-year-old woman with developmental disabilities and peeped into the home of a 23-year-old woman, according to prosecutors.
Chow is said to have approached the 26-year-old at a bus stop as she was waiting for the bus to take her to an adult school Aug. 18. He allegedly told her she was beautiful and asked her several questions, causing her to miss the bus. Chow allegedly accompanied her on her walk home from the bus stop and, when he indicated he wanted to come into her apartment, she said no because he was a stranger and she didn’t know his name, according to prosecutors.
Chow allegedly told her his name and went into her home. He allegedly started kissing the woman and when she asked him why he was doing that, he allegedly said this is how he showed his love for her and orally copulated and digitally penetrated her multiple times. Chow is said to have left a fake phone number with her and told her they are now girlfriend and boyfriend before leaving the apartment, according to prosecutors.
On Aug. 25, Chow allegedly returned to the woman’s home uninvited and had sexual intercourse with her, according to prosecutors.
About a week after the second incident, the woman told her father she had a boyfriend and what Chow allegedly did to her, and her family called her social worker, who reported the incidents to police, according to prosecutors.
In an apparently unrelated incident, Chow was allegedly caught on the security camera peeping into the home of a 23-year-old victim Aug. 28 and Sept. 6. A sheriff’s detective allegedly noticed the suspect in the surveillance footage resembled the 26-year-old victim’s description of the man who assaulted her, and the woman allegedly positively identified Chow from a lineup, according to prosecutors.
Prosecutors said cellphone records showed Chow was within the vicinity of the 26-year-old victim’s home Aug. 25. A warrant for his arrest was issued Thursday and Chow was allegedly arrested in San Bruno Friday, according to prosecutors.
Chow allegedly has two prior convictions in 2009 and 2010 in San Mateo County for peeping into the bathroom windows of unsuspecting females, according to the San Mateo County sheriff’s deputies.
Chow will next appear in court May 14 for appearance of designated attorney and entry of plea, according to prosecutors.
