When she woke up this morning to drive to work, Rosa Njoroge had no idea the 1991 Ford Tempo she's owned for two days would be immersed in a puddle of water halfway up the doors.
"I don't know what I'm supposed to do," she said in front of her apartment on Rollins Avenue in Burlingame. "The car is damaged, I'm sure. It's an old car to begin with."
The apartment building Njoroge lives in on the corner of Rollins Road and Burlingame Avenue has been plagued with flooding problems for years, according to Karen O'Campel, who lives on the building's first floor. O'Campel said her 14-year-old son used an overturned camper shell as a boat to navigate the waters earlier in the day.
Although O'Campel said there were no flood waters Tuesday night, Wednesday morning was another picture altogether.
"It's starting to recede a little, but it was worse before. You couldn't even get out on the sidewalk," she said.
Njoroge, 20, said she called her landlord and building manager Melissa Platto to see what could be done about lowering the water or removing the water. But Platto said there was nothing she could do about it, according to Njoroge.

Platto acknowledged that the flooding is an ongoing problem because the property is below sea level.
"We've tried to pump it out but there's nowhere to pump it to until the water on the street goes down," she said. "We've asked them not to park there."
After Njoroge called the Burlingame public works department, she said a truck stopped at the apartment and placed a "flooded" sign on the corner. An employee at the public works department said they were dealing with floods "all over the city," and that the flooding on Rollins Road was caused by high tide.
"There's nothing, nothing we can do about it," he said.
