• Gov. Gavin Newsom has signed Legislation authored by Assemblymember Diane Papan, D-San Mateo, to protect public health and the environment into law. Assembly Bill 60, known as the MUSK Reduction Act, will restrict the use of synthetic nitro musk chemicals in cosmetics and personal care products beginning Jan. 1, 2027.
Nitro musks — synthetic fragrance compounds commonly found in soaps, perfumes, shampoos and deodorants — have been in use for more than a century.
Once used as a substitute for natural deer musk, these chemicals are now among the most persistent and toxic substances in consumer products.
Nitro musks are endocrine-disrupting chemicals that interfere with hormone function.
Repeated exposure is linked to early puberty, reproductive disorders, infertility, and increased risks of breast cancer and other serious health conditions.
These harms disproportionately impact women and young girls, particularly in communities of color and low-income areas, where access to safer alternatives is often limited, according to Papan’s office.
