A man who has been in state prison for sexually assaulting a flight attendant in Burlingame in 1995 has been denied parole, the San Mateo County District Attorney's Office said.
Luciano Ramirez, now 63, qualified for elder parole consideration and had a hearing in front of a parole board this week, where his request was denied.
According to prosecutors, Ramirez met a 25-year-old married flight attendant in Burlingame who was sharing an apartment with other flight attendants. The woman lived in Seattle but her job was based in San Francisco.
On June 11, 1995, Ramirez met the victim at the apartment complex's pool area and they drank together for several hours. They went back to her apartment and he made sexual advances toward her, which she rebuffed, saying she was married. Ramirez reportedly said, "I don't care," stripped her and tried to rape her. Her roommate walked in and saved her by calling 911.
Investigators learned that Ramirez was an unregistered sex offender at the time, with prior convictions for sex related crimes. This case was his third strike.
Ramirez's parole hearing was held Wednesday and the victim participated in it and opposed his release.
According to San Mateo District Attorney Stephen Wagstaffe, Ramirez continues to deny that he is a sex offender and described the Burlingame crime as "just wrestling a bit."
He will have an opportunity to face the parole board again in five years.
