SAN FRANCISCO — The agency that oversees the Golden Gate Bridge is considering a new toll structure that would fluctuate based on the amount of traffic flowing near the famed span.
The proposed congestion-based tolls is part of an effort to preserve $158 million in federal transportation funding. That money is needed in part to help rebuild Doyle Drive, an approach to the landmark bridge that is structurally unstable.
Federal transportation officials have offered the Bay Area $158 million in funds, but they’ll only release the grant to the district if congestion-based tolls are imposed.

SACRAMENTO — A California assemblywoman says the death of Kanye West’s mother shows that patients should be required to have medical clearance before undergoing elective cosmetic surgery.
Donda West, 58, died at a Los Angeles-area hospital on Nov. 10, a day after she underwent breast reduction, tummy tuck and liposuction procedures.
Democrat Wilmer Amina Carter says Donda West’s niece asked her to introduce a bill that requires a health check before a person chooses to have cosmetic surgery. She introduced the "Donda West Law” on Friday.
A coroner’s autopsy report found that West most likely died of heart disease coupled with complications after plastic surgery. But, it said the exact cause of death couldn’t be known.
Donda West’s niece, Yolanda Anderson, says Kanye is enthusiastic about the bill.
