San Carlos residents may have to bear three years of 3% annual increases in wastewater rates, after a single year of no increase and three years of 4.5% increases, to pay for massive improvements to sewage systems.

The annual increase, applied to both residential and nonresidential sewer rates, is needed to ensure funding for operation and maintenance for both the city and Silicon Valley Clean Water, staff reported to the San Carlos City Council April 8. Primarily, the rate increase helps address costs of SVCW’s Regional Environmental Sewer Conveyance Upgrade program, which has 11 projects that will result in a full replacement and rehabilitation of its sewage systems.

Remember a few years ago when there was a budget surplus and San Carlos opted to give out generous raises and bonuses to employees (of which are also calculated into pensions)? Guess what, the bill has been and will continue to be due whether the city has the money to pay for them or not. Enter taxpayer ATM withdrawals. This 9% over three years will cover just some of the increased salaries and pensions.
