• Two bills authored by Assemblymember Diane Papan, D–San Mateo, to strengthen oversight of data center water use and protect local water supplies were approved by the Assembly Committee on Local Government.
AB 2619 establishes new transparency requirements for data center operators. The bill requires disclosure of projected water use including peak daily and monthly demand as part of initial business license applications. Operators must also report actual annual water consumption when renewing licenses, including both on-site water use and the water required to generate the electricity that powers these facilities, according to Papan’s office.
AB 2469 strengthens local decision-making by requiring cities and counties to fully evaluate the water impacts of proposed data centers and expansions before granting approval. Under the bill, project applicants must provide detailed water supply assessments, water use analyses, and water scarcity plans as part of the permitting process, according to Papan’s office.
Both bills will now be heard in the Assembly Committee on Appropriations.
