San Francisco Mayor Willie Brown yesterday used his state of the city address to stump for propositions and chastise the Board of Supervisors over a Planning Commission fiasco before springing a new commission candidate on everyone, including the nominee.
Brown began his speech by recalling last year's state of the city address, which took place in the shadow of the Sept. 11 terrorist attacks. Since then the city has hired a new police chief, dedicated officers to homeland security and made the city safe all without the benefit of federal money, Brown said.
