With every policy decision, there is downstream impact. Sometimes, it’s not well understood what the impacts will be when decisions are made, but the expectations are usually that all of those creases will be ironed out quickly. When it comes to early education (prekindergarten), California has implemented what has been described as “a patchwork of unsustainable solutions.”

Hopefully, the “ironing out” will happen with California’s implementation of Universal Transitional Kindergarten, because each of those creases makes a big difference in people’s everyday lives. And in this case, those impacted are thousands of “almost entirely (98%) women small business owners where over 70% are also people of color,” Pranita Venkatesh, owner of Paragon Montessori and member of the San Carlos City Council, said.
