With California's electric rates being the second-highest in the nation, the state's utility regulator is considering lowering the payout shareholders can receive from the state's three large investor-owned power companies. The California Public Utilities Commission is expected to vote next month on whether to drop the "return on equity" to just below 10% for Pacific Gas & Electric, Southern California Edison and San Diego Gas & Electric. Utilities say the decline would affect their ability to bring in needed investment to finance essential infrastructure projects. Critics say the reduction is too small to meaningfully impact ratepayers' bills, even if it is a step in the right direction.
