How a 338-unit apartment building with 100,000-square-foot fitness center proposed for a Bay-facing, 14.6-acre parcel in Redwood City will fit into its surroundings will be a focus for the Planning Commission Tuesday.

Situated between car dealerships and a building supply store on a stretch of land east of Highway 101 and south of Whipple Avenue, the proposed development at 577 E. Bayshore Road is the site of the former Century Park 12 movie theater and parking lot. It would be less than a mile away from the Blu Harbor project expected to create more than 400 residential units available at 1 Uccelli Blvd. and the recently-opened Courtyard by Marriott hotel at 650 Bair Island Road.
With an apartment building reaching five stories and fitness center proposed at two stories, the project would be accompanied by below-ground and surface-level parking along with improvements to the Bay Trail and public access to the waterfront, according to a staff report.
Four swimming pools, two basketball courts, a racquetball space, a child care center, a spa and multiple exercise studios are included in the plans for the gym, while the market-rate rental units will include amenities such as a business center, bike shop and fire pits, according to a project description.
Because the project site’s current zone does not allow for residential uses, SyRes Properties, the developer, is requesting an amendment to the city’s zoning to include residential use there.
Two land uses designated for the site by the city’s general plan, adopted in 2010, are not consistent with the current zoning, so a new mixed-use waterfront neighborhood zone is being considered. The new zone, which could also include stores and hotels in addition to residences, could also be considered for another waterfront project proposed at 1548 Maple St. Earlier this month, the Planning Commission reviewed that project, expected to bring 131 three-story townhomes to 7.9-acre lot less than a mile away from the proposed project, according to a staff report.

Both projects are nearby Docktown Marina, where an estimated 100 residents are required to vacate the marina where they live by early 2018 as part of a relocation plan the City Council approved in December. The plan was created in response to a lawsuit settled last year with an attorney and Docktown neighbor that found the floating community to be a violation of the public trust.
The commission’s Tuesday discussion is expected to start a conversation with the public about the environmental impact of the project as an assessment report is prepared.
In other business, the commission will meet with the city’s Historic Resources Advisory Committee, a body organized to advise commissioners on historic preservation efforts, to discuss the number of historic landmarks and historically significant buildings preserved in the city, how historic buildings can be seismically evaluated and how historic sites are marked in the city, among other items. The groups meet twice a year to discuss priorities in preserving the city’s historical architecture and landmarks.
The Planning Commission and Historic Resources Advisory Committee meet 6 p.m. Aug. 1 at the Community Room in Redwood City’s downtown library, 1044 Middlefield Road. The commission’s regular meeting will begin 7 p.m.
