Today I remember the life and legacy of Supervisor Horsley. He stood tall on the principle that everyone needs a safe, affordable place to live — and that each community could and should do its fair share to build homes. It was an honor to serve on the county’s Home for All advisory committee, a task force he initiated and later continued to chair as an ongoing county priority. And under his leadership we worked closely to ensure the passage of Measure K, a county funding stream for affordable housing and other quality of life local goals.
He was also committed to the county’s role in making sure our most vulnerable didn’t slip through places where the safety net was stretched thin or even torn, and he approached this work through the unique vantage point of his long career of public service. He was a man of action! I’m grateful for his service, and I will miss his wise counsel and wry humor.
