I have lived adjacent to the Caltrain grade crossing at Broadway in Burlingame for four years, and witnessed multiple train accidents here. In the accident that I witnessed Monday, July 8, a 65-foot truck was struck while trapped at a red light only 60 feet from the tracks. Minivans leaving the nearby high school are frequently similarly stranded on the tracks when the lights are red.
As previously reported in the San Mateo Daily Journal, this insufficient distance between tracks and controlled intersections is known as a “short storage location,” and it makes this particular rail crossing the most dangerous in California. A more responsible rail agency, like Metrolink, would publicly document mitigation requirements for such crossings. There is a large menu of mitigations available which are inexplicably not implemented at this crossing.
• Conspicuous signage to alert drivers of the unique geometrics of the crossing;
• Removal of the [new] exit crosswalk at California Drive;
• Longer clearing period;
• Longer warning bell period;
• Exit gates;

• Colorful dynamic envelope markings;
• Lower train speed;
• Restrict left turns from Carolan Avenue; and
• Restriction of trucks.
I understand there exist plans to build a grade separation here that have been delayed because Caltrain would prefer the federal government pay for it — however, those delays do not eliminate the responsibility of the city and Caltrain to make those mitigations which are available to them now, regardless of what improvements are anticipated.
