I believe you are well intentioned when it comes to greeting people, but today you can’t be too careful. When greeting a woman (or a man), I would suggest the following approach: Wait for them to come to you. The signs will be obvious if they wish to connect with you, be it a handshake or a bear hug. I’m sure this old habit is a tough one to break, but let them make the first move. Thanks for your consideration.

I have been very uncomfortable watching Biden's behavior over the years...Nice to see it may improve. It really puts the women on the spot.

Good advice. However, I'd like to add that if you plan on being a politician, or a Supreme Court Justice, make sure you get a legal waiver from some of these women, or make sure it’s filmed by a confidante. Else there may be a Christine Ford incident in your future. Sad, but that’s the environment we currently live in.
