To be built at 1320 Marshall St., the proposal includes five units reserved for moderate-income level households and four that are ADA accessible, bringing many units on less than an acre of land.
“It is very innovative to fit this many units on a site like this,” Commissioner Craig Robinson said.
The units will be for-sale, and will be apt for young, growing families, Darian Dennler of proposed developer City Ventures said.
“The site offers an excellent opportunity to create a well-integrated housing development that enhances the community while providing much-needed housing options,” the project application reads.
To qualify for the five deed-restricted units, the maximum income a family of four could make is $223,900 annually, according to 2025 county area median income numbers.

The three buildings will reach four stories, or 50 feet tall. They’re positioned at the four corners of the plot of land, with a paseo driveway breaking through the buildings nearest Marshall Street and those nearest Broadway.
A driveway breaks up the two buildings near Marshall Street, and open space for residents is proposed between two along Broadway.
Commissioners praised the buildings’ Spanish-revival architectural style and proposed open space to break up the condos.
Each condo will come with a two-car coverage garage and more than 40 bike parking spaces will be provided as well. Units will range in square footage from 1,392 square to 2,070 square feet, and most are 1,850 square feet.
The development includes demolishing the current buildings, which are currently home to a church, restaurant and warehouse.
