This letter responds to an article published on March 26 in the San Mateo Daily Journal, “School construction plan hit with delays,” addressing Buri Buri Elementary School and the lawsuit USS Cal Builders brought against the South San Francisco Unified School District (SSFUSD) regarding this and other projects.
The price for mismanagement of the original Measure J bond funds continues to haunt SSFUSD. As the board expanded the scope of the original proposal, USS Cal Builders repeatedly warned there was insufficient money for the work authorized.
The fiscally irresponsible management of Measure J funds will soon come under public scrutiny when the case goes to trial and the public will see that the district refuses to acknowledge its accountability to the community and that of false allegations against USS Cal Builders.
The increased costs were discussed in several board meetings. Each time the construction management team asked for a budget increase to continue the work at the school, the board blamed the increase in current market construction costs as being much higher than in 2012 when USS Cal Builders submitted its response to proposal. Now, the cost of completion for Buri Buri is more than what they would have paid to USS Cal Builders.

As a direct result of the district’s antics, innumerable contractors and their families in South San Francisco and San Mateo counties are still being denied the payments they are owed. We look forward to this case being resolved.
