The San Francisco Public Utilities Commission voted yesterday to adopt a compromise plan that will open an environmentally sensitive open space area on the Peninsula to guided hiking tours.
For years outdoor enthusiasts have been trying to gain access to the Peninsula Watershed, a 23,000-acre preserve that runs from San Bruno to Woodside just to the west of Interstate Highway 280, but environmental agencies have said it is off limits because of its importance to the area's drinking water supply.
