A plan to build nine new single-family homes in the hills of San Carlos is set to get final approval by the City Council Monday.
Developers Phelps San Carlos LLC are asking the city to rezone a 3-acre portion of land at 308 and 310 Phelps Road. In addition to the nine main units, six accessory dwelling units and two junior accessory dwelling units are planned.
The council is also voting to approve a General Plan amendment redesignating the property site from 3 dwelling units per acre, to Single Family 6 units per acre, consistent with surrounding properties.
Additionally, the council must approve rezoning of the land.
Current zoning allows for up to three homes to be built for every acre, meaning the nine main residences and additional ADUs would be permitted to be built but they would need to be more spread out than under the new proposed zoning. Most of the site is bordered by the proposed zone.
On Feb. 5, the San Carlos Planning and Transportation Commission approved the design review, conditional use permit, below market rate housing plan, protected tree removal permit, natural state reduction, tentative subdivision map, and dirt haul and grading certificate for the project.

Planning and Transportation commissioners said hardening the area against wildfires was a major proponent for passing the project. The project proposal includes improving fire infrastructure by removing highly flammable eucalyptus trees and expansion of a fire access road.
The new homes, if approved and built, would also help the city meet its housing goals set as part of the state’s Regional Housing Needs Assessment process, an eight-year cycle in which jurisdictions are responsible for helping to facilitate the buildout of more housing.
Actions to be approved include adopting a declaration that the project will affect the nearby environment at a “less than significant” or “no impact” level.”
The environmental evaluation presented in the Initial Study/Mitigated Negative Declaration initially suggested the project would have potentially significant impacts on “air quality, biological resources, cultural resources, geology/paleontological resources, and tribal cultural resources.” However, mitigation measures have been recommended and are now included in the project.
