Foster City has named current Public Works Director/City Engineer Jeff Moneda as its new city manager, effective July 1 after current City Manager Kevin Miller retires.
Moneda has served Foster City for four years and has 19 years of experience in municipal government, having worked in the Public Works departments of the cities of Chula Vista, La Palma and Milpitas, California. He also worked for a geotechnical engineering firm for three years before he transitioned to the public sector, and holds a bachelor’s degree in civil engineering from San Diego State University.
“Jeff has a demonstrated ability to work with the team and community,” Mayor Sam Hindi said. “He’s very responsive to the community and the community has been extremely happy with the way he works with them. And most importantly, he has the experience and skill set to lead this team to the future.”
Hindi also praised Moneda’s fiscal responsibility, technical expertise and described him as “someone who thinks outside the box and always looks for creative ideas.”
Moneda is credited with maintaining “high levels” of service for all Public Works infrastructure in Foster City throughout his tenure, according to a press release.
“The city is approaching 50 years in age, infrastructure is aging and because of my experience there I’ll be able to implement proactive approaches so we’re not reactive,” he said.
Moneda is a California native and currently lives in Brisbane with his wife of 24 years. They have two adult children and, when they were young, Moneda coached their wrestling, baseball, basketball and soccer teams.
Moneda said these days he and his wife spend their free time exploring Northern California, which has been their home for five years.
Moneda’s salary hasn’t officially been determined, but it will likely be in the ballpark of $222,792, which current City Manager Kevin Miller earned in 2016, according to public records.
Moneda said his vision for Foster City is closely aligned with that of Miller, and he expects a “seamless” transition.
“Foster City is the most well-run city that I’ve ever worked for and the best type of work environment for me,” he said. “I’ll be inheriting a city that’s in great shape and it’s a matter of continuing with that and moving forward.”

Congratulations and well done! I come from a City Manager Uncle run background of a City engineer,San Mateo, building the Belmont slough, City Manager Uncle Hillsborough. Pomona and Kobe , Japan reconstruction days after the War. I appreciate the background of Public Service. I am pleased F.C. has such Service Orieneted people in our ranks. .
