NEW YORK -- The nation's retailers struggled again with a difficult sales climate during January, although they were able to clear out winter leftovers thanks to deep discounts and frigid temperatures. As storeowners reported January results Thursday, the extent of their troubles was reflected in the performance of Wal-Mart Stores Inc., usually the industry leader. The discounter said sales at stores open at least year, known as same-store sales, fell below Wall Street forecasts.
SEC: Vouch for stock reports
WASHINGTON -- Stock analysts will have to certify that their reports and public comments reflect their true personal views and that they weren't paid by the companies they assessed, under a new rule adopted by federal regulators on Thursday. The Securities and Exchange Commission voted to approve the rule, which it proposed last year in response to the collapses of Enron and other big companies whose stock analysts had publicly promoted despite harboring doubts about the companies' finances.
Privatization widespread
WASHINGTON -- NASA is the boss and brand name but America's shuttle program is largely a private enterprise, and so are many other operations of the federal government. Increasingly, Washington is turning to contractors to do tasks both menial and major: testing soil, managing national laboratories, supporting troops, running Indian schools, opening tax returns, and much more.<
