Millbrae is seeing progress on several large-scale housing and mixed-use development projects, including new businesses moving in at the Gateway at Millbrae Station, Community Development Director Andrew Mogensen said at the City Council’s July 8 meeting.

Gateway at Millbrae Station — a mixed-use transit village development with housing and retail shops — has been an integral element of the city’s focus on increasing economic development in the city.
In January 2024, over half the leasing space was filled, and now the city is seeing those businesses move in and open their doors. Chick-fil-A, Panda Express, Liberty Bank and Base Camp Fitness are now open, and Crumbl Cookie and Starbucks are set to be completed later this summer.
Construction is also underway on the new SamTrans headquarters at Gateway, Mogensen said.
Progress has also been made on other large-scale developments in the Millbrae station area, like the Alexandria Center for Life Sciences Campus — with tenant Eikon Therapeutics — open and operational.
A 315,000-square-foot office building for Avia Labs, which is still basically vacant, Mogensen said, had its core and shell construction approved in early June, and lab space is still under construction on the third floor.
Mayor Anders Fung lauded the updates and said they were a result of the City Council’s work on stimulating Millbrae’s economy and development.
“This is some of the most exciting news that this council is focusing on, and we’re now seeing the fruition of our prioritizing economic development,” he said.

Fung also celebrated the 7.2% increase in Millbrae’s property valuations, which he tied to the influx of development and new business growth that the city has seen in recent years.
Millbrae also has two major housing projects under construction. One, located at the former Office Depot site at 1 Meadow Glen Ave., will bring 278 residential units, 26 of which will be affordable.
Basement-level perimeter walls and columns have recently been poured, Mogensen said, and construction is expected to be completed spring of 2027. He warned that construction might cause future road closures, but said that city residents and businesses along Broadway, El Camino Real and Meadow Glen would receive a heads up.
“We will have additional lane and road closures adjacent to the site, particularly along Broadway,” he said. “We’ll be keeping residents and businesses informed.”
Construction activity will also begin in the coming days on a 97-unit, fully-affordable housing development at 1301 Broadway, Mogensen said.
There are some planned development projects that have yet to see construction and permitting progress, however, like a five-story, 384-unit apartment at 1100 El Camino Real that was entitled under Senate Bill 330 in 2022. The city hasn’t heard anything new on that development or on the Serra Station project, located at 150 Serra Ave., Mogensen said. When completed, the development will include office, retail and galleria space, as well as up to 488 housing units.
