Half Moon Bay has officially passed a rent control ordinance that will likely benefit 350 to 400 units in the city as well as tenant protections, the City Council voted at its May 7 meeting.
Councilmember Debbie Ruddock was the sole no vote on rent control, but tenant protections — which will include relocation assistance to those under no-fault, just cause evictions, prohibit harassment and protect tenants from arbitrary eviction proceedings — passed unanimously.
Rent control will set a maximum annual rent adjustment to the lesser of 3% or an 80% cap in changes to the Consumer Price Index, which continually adjusts and is linked to the price of common goods. First-year costs for the program are approximately $200,000.
City staff believe the ordinance will apply to around 350-400 units within the city, although they are continuing to narrow down units through use of a previously adopted rental registration program.
The city passed the resolutions in tandem with the hope of implementing rent control by fall, Assistant City Manager John Doughty said at an April 16 meeting.
“Tenant protections, in part driven by what we’ve heard from the community over and over, which is concerns about behavior of some landlords toward their tenants and trying to improve tenant-landlord relations across the board,” he said. “[It’s] commonplace with the addition of rent stabilization — there are problems that can occur. This also takes care of addressing some of those potentials.”
Somehow the government feels they should dictate how "the people" should manage their PROPERTY, finances and investments. Property taxes increase every year, utility costs increase every year, maintenance costs (landscaping, plumbing issues, appliance issues) increase every year, etc.. and 3% ought to do it according to the no skin in the game government. If I were a landlord that hasn't been increasing rent to their tenants, I'd now increase it 3% every year no matter what so their investment is protected from the government. And this relocation fee is flat out WRONG, why should a landlord cover the costs of relocating a bad or good tenant. It's time for a court challenge to these draconian regulations because when the next fake pandemic hits, tenants will be allowed to live rent fee as they did for three + years in Alameda.

Hurray for the HMB City Council!
