Gov. Gray Davis will call law enforcement officials together in the next few weeks as he looks for ways to prevent more school shootings.
The meeting in the wake of last week's shootings at a Santee high school will be similar to one Davis convened after Colorado's Columbine shooting nearly two years ago, he told law enforcement officials Wednesday.
Two students died and 13 were wounded last week at Santana High School. Charles Andrew Williams, 15, has been charged with two counts of murder and 13 counts of attempted murder in the shooting.
It was the deadliest school shooting since two students in Littleton, Colo., killed 12 students, a teacher and themselves in April 1999.
Since Columbine, California has given schools $345 million they can spend for fences, uniformed police, surveillance cameras, counselors or other safeguards.
In addition, parents, school officials and members of the community must do more to reach alienated students, Davis said after addressing an Alliance of California Law Enforcement luncheon.
"Clearly this young person was alienated for some reason, probably because he was picked on incessantly, he was also new to the community, and the consequences were horrific," Davis said.<
