A San Mateo County judge Friday overturned years of accepted practice by ruling that the county must consider the environmental impact of a well before issuing a permit for its construction.
Superior Court Judge Phrasel Shelton set aside a well permit issued by the county to South San Francisco's California Golf Club in January, finding that the county had not conducted the environmental review required under the California Environmental Quality Act, or CEQA. The ruling was issued after the permit was challenged in a civil suit filed in March by the Committee to Save Lake Merced.
