School-day speed limits will be reduced to 15 mph within 500 feet of three additional schools in Redwood City, the City Council decided at its meeting Monday — in an ongoing phased effort to reduce speeds around all eligible schools in the city.
The reduced speed limits will be in effect when children are present, including drop-off and pick-up times, recess periods and during the school day at Hoover Elementary, Kennedy Middle and Roy Cloud Elementary schools. Targeted implementation is for early August 2025.
“Speed limit reductions in school zones can help reduce the risk of traffic-related injuries by encouraging cautious driving while creating safer walking and biking routes for students,” according to a staff report.
Near Hoover Elementary School, reductions will be made on Charter Street between Middlefield Road and Spring Street; on Spring Street between Woodside Road and Sweeney Avenue; on Manzanita, Willow, and Laurel streets between Middlefield Road and Stambaugh Street; and on Stambaugh Street.
Near Kennedy Middle School, reductions will be made to streets between Alameda de las Pulgas and slightly beyond Connecticut Drive, including Carson Street, Goodwin Avenue and Washington Avenue; on Connecticut Drive between Carson Street and Washington Avenue; on the half of Oregon Avenue and Palm Avenue nearest the campus; and on Maddux Drive between Alameda de las Pulgas and Kensington Road.

Near Roy Cloud Elementary, reductions will be made from Emerald Hill Road between Jefferson Avenue and Bret Harte Drive; on Jefferson Avenue from Emerald HIll Road toward Jefferson Court; a small stretch on Seminole Way; on Red Oak Way and McNulty Way; and on Glenan Drive between McNulty Way and Bret Harte Drive.
The first phase of the reduced speed limits were implemented at Roosevelt and Henry Ford elementary schools, with sign installations completed in August 2024 prior to the start of the school year.
“The implementation reduced the likelihood and severity of collisions and promoted a safer environment for students to walk or bike to school,” according to the staff report. “Slower speeds also reduced traffic congestion, especially during peak school drop-off and pick-up hours.”
The implementation has yielded positive feedback from the community, the staff report said. All the reductions will be implemented in multiple phases over the course of multiple years.
"The reduced speed limits will be in effect when children are present." This makes little to no sense. Why not reduce speed at ALL times around ALL schools.
Could someone please mansplain to the Dianas, Ginas, Amos, Claires, Lisas, Nicoles, Danielles, Giselles, Lisettes, Dianes, Jeffs, Isabellas, Donnas, Desirees, Andreas of this county why kids need to ride bikes to school and why it is their job to help those kids to do it safely? We were promised with more female leadership comes more empathy, more equity, better outcomes. Yet these female San Mateo Democrats seem too eager to disprove that theory.
Don't San Mateo female Democrats know that children are somewhat smaller, harder to see, they seem to move faster and often uncoordinated. Basically can anyone tell if they are 'present', if they are hidden behind parked cars.
The problem with cars is that they get bigger and people don't see across their oversized grilles these days:

There are two laws that would allow - almost force - cities to do exactly that since 2008 and again 2021 and Redwood City is still slow-rolling this. Why just 3-5 schools and not all 20+?
