A Redwood City man is more than $2 million delinquent in California sales and use taxes, earning him a spot on the list of top 250 scofflaws in the state this past fiscal quarter.
Nabil Khalil Msalam owes $2,002,274, according to the California State Board of Equalization which announced its fourth quarter delinquency list this week.
Msalam’s business, if any, could not be located. He is not listed by the BOE as doing business as any entity other than himself.
Msalam is among the 22 new debtors on the list, the total of which represent just shy of $72 million in sales tax owed. The top 250 largest debtors owe a combined $393 million in tax liabilities.
Although Msalam is the newest San Mateo County debtor, he is not the only one. Joseph Mansour Boudames, operating out of a Millbrae post office box, owes $1,962,520 dating back to the first lien on Sept. 12, 2005. Maria E. Ramirez, also of Millbrae, owes $1,540,142 dating from an Oct. 11, 2007 lien. Wisal Ameen, operating from a San Mateo post office box, owes $1,021,759 dating from a Nov. 15, 2004 lien.

Local companies are also on the outs with the state. Cellnet Data Systems, Inc., of San Carlos, owes $942,544 dating from Oct. 8, 2009.
The partners in the former Club Ante of San Mateo — Sally McClelland and Alejandro Ante — owe $771,460 from Dec. 31, 1998.
Since January 2007, the BOE is required by state law to post online a list of the largest 250 delinquencies greater than $100,000. Those affected are informed of the public disclosure beforehand.
Since the program’s beginning, 31 taxpayers have come forward to settle $31.4 million in debts although only $4.1 million has been collected to date.
