Two new positions have been created in the Half Moon Bay government and existing ones have been reshuffled such that the city will save $24,000 a year in salary expenses, according to a staff report.
The City Council approved the move at its regular meeting Feb. 19 and the changes, which have been contemplated for at least a year, do not increase the city’s overall employee count, according to the report.
The finance director and administrative services director positions — the former being currently vacant — will be merged into one position called administrative services director, which pays between $13,370 and $16,248 a month or as much as $194,976 a year. The move was initially recommended last year, and the new department will focus on finance, but also human resources, information technology, risk management and emergency services, according to the report.
The city clerk position will be renamed communications director/city clerk and the job entails additional responsibilities as well as additional pay — between $11,526 and $14,010 a month, according to the report, or up to $168,120 a year. In additional to standard city clerk duties, the position will be responsible for internal and external communications, legislative affairs and grant funding. The communications director/city clerk is an executive level department head, to which a newly created position called communications specialist will report.
That position will be responsible for public affairs, including press releases, newsletters, social media, the city’s website and other forms of community engagement. The job pays between $7,482 and $9,093 a month — or at most $109,116 a year — and once it’s filled and fully trained, the city will no longer outsource those services as the case currently.

The city clerk’s administrative assistant will be renamed deputy city clerk, and the position can fill in for the city clerk at council meetings and take on additional responsibilities as needed. The job pays between $6,443 and $7,830 a month — up to $93,960 a year.
Finally, a new position in the Community Development Department has been created and it’s called community preservation specialist. The position is responsible for general code enforcement duties including investigation and correction of violations of the city’s municipal, building, zoning, signage and public nuisance codes, according to the report. The position may also help with community engagement and other planning efforts and it pays between $6,033 and $7,331 a month or as much as $87,972 a year.
