Two Bay Area Congresswomen are criticizing a decision by President Bush to increase funding for abstinence-only sex education programs in the Fiscal Year 2003 budget proposal.
The President is scheduled to release his budget during the several days, and in it, Reps. Barbara Lee, D-Oakland, and Lynn Woolsey, D-Petaluma, complain in a letter sent to Bush last week about his plans to increase funding for abstinence-only education programs by 33 percent from $40 million to $73 million.
Abstinence is a useful tool at preventing unwanted pregnancies and stopping the spread of disease, they say, but it should be used in combination with contraceptive information to provide the best results.
