With all this talk of Civil Grand Jury reports, residents may be wondering just what this governing body is and what they do.
The Civil Grand Jury of San Mateo is comprised of 19 members who work for the county on a volunteer basis. They are appointed by the Grand Jury Judge and serve for one year. However, up to 10 members on the jury may be re-appointed to serve a second term, for a maximum period of two years.
However, this year's Grand Jury will serve a single term of 18 months while the Grand Jury changes from working under the calendar year to the fiscal year.
According to Grand Jury Foreperson Herman Christensen, six people from last year's Jury are on this year's jury as well, including Christensen.
Any citizen of San Mateo can turn in an application for the position of Grand Jury member. Christensen said once the Judge receives all the applications, he reviews them and interviews the applicants. He narrows the candidates down to 21. "At this point they are placed in a Bingo jar and numbers are picked," Christensen said.
He said there is no formal criteria for becoming a member of the Grand Jury. "The Judge looks for experience and diversity - to try to get a cross-section of the community," Christensen said.
He said the average age of a Jury member is in their mid to late 50's and the Jury is about fifty-fifty in terms of the male to female ratio. The youngest member of the San Mateo Grand Jury is 39 and the two oldest members are in their 70's.
The Grand Jury intends to be a citizen fact-finding body which serves as a governmental watchdog group. The Jury also seeks to monitor the performance of local government and make recommendations to improve services and potentially save the taxpayers money.
The Jury cannot make judgments on findings, but makes recommendations to local government and law enforcement agencies. The Jury can subpoena evidence if necessary. If the Jury determines the offense is indictable, the District Attorney decides how to proceed.
