Right up front, let me say that I am against the development of Bay Meadows. My reason is simple. Traffic. Traffic is so bad now, and you cannot convince me that it won't get worse. The question I ask the developers and City Council, "How sure are you that transportation as you propose, such as the bullet train, will keep people out of their cars?" Remember, there are also weekends which we would have to contend with.
Having said that, I do agree in part that there should be some form of housing development, but I don't mean luxury condos, town square and the like. I have read in the past about emergency personnel not being able to live in the city in which they work (in our case, San Mateo) due to high housing costs; I think emergency personnel should be required to live in the city they work or at least have that option available to them. During a disaster, the response time for our police, fire, and other emergency personnel would be much shorter than, say, coming from across the Bay (if they are able to). I don't know the logistics, only that it should be made affordable for them.
To sum it up, I would like to see some development of the Bay Meadows land, but I would like to see just as much open space. Of course, I am one of many, many people, and in this case, it is the people that should make that decision, not developers, city council, and other groups involved.
