Police say a Texas man fatally shot three people in a Target parking lot, including a child and her grandfather. The suspect, 32-year-old Ethan Nieneker, allegedly acted unprovoked and chose his victims randomly. This happened on Monday during back-to-school shopping. After the shooting, Nieneker reportedly stole two cars before being arrested in Austin. Authorities say he has a history of mental health issues and previous arrests for domestic violence and assault. He is being held on capital murder charges. Police have not offered a motive for the shooting.

Like other presidents, Trump has drawn criticism for granting pardons and commutations to political allies. But legal scholars say the Republican president also has cast aside the traditional criteria and a clemency process historically overseen by nonpolitical Justice Department personnel. Trump has pardoned and commuted the sentences of more than 1,600 people since January. Administration officials say Trump decides on clemency requests after they're vetted by the White House Counsel's Office, the White House pardon czar and the Justice Department.
