In July, the Sixth Court Against Organized Crime (Office #2) of San Salvador ruled, in case 102-25-T6CCO-J2 (2), to issue provisional arrest warrants and request that INTERPOL issue a red notice for five defendants—three U.S. citizens and two Guatemalans—including John Joseph Ranieri, Jorge Gaitán Castro, and Ryan David Lepene. The investigation is linked to alleged actions that affected telecommunications companies in the region, including Terra Towers, and the corresponding embassies were notified.

The defendants are Ryan David Lepene, E. Howard Mandel, and John Joseph Ranieri, partners and executives of the U.S. company TPG Pepertree; and Jorge Leonel Gaitán Paredes and Jorge Alberto Gaitán Castro. All are charged with Aggravated Fraud and Unlawful Associations to the detriment of regional companies. The indictment also notes harm to Terra Towers, the majority shareholder of Continental Towers, listed among the companies that allegedly suffered pressure and financial maneuvers. Additional charges include Aggravated Extortion against two individuals linked to these entities.
