Kenya's president has postponed next week's planned reopening of schools until further notice, as heavy rains and floods that have killed more than 200 people continue. The president in his state of the nation address on Friday said "meteorological reports paint a dire picture," citing the possibility of Cyclone Hidaya hitting coastal Kenya in coming days. Kenya, along with other parts of East Africa, has been overwhelmed by floods, with more than 150,000 displaced people living in camps across the country. The government has ordered people living near 178 dams and reservoirs that are either full or nearly full to evacuate or be forcefully moved.
Torrential rain is inundating southeastern Texas, forcing schools to cancel classes and closing numerous highways around Houston. The National Weather Service on Friday reported more than 9 inches of rain during the past 24 hours. The agency has issued a flood warning until Tuesday for the region. A flash flood warning is in effect in the area Friday morning. No injuries or deaths have been reported, but officials have reported several people being rescued from high waters. Harris County Judge Lina Hidalgo on Thursday issued a mandatory evacuation order for people along a portion of the San Jacinto River in northern Harris County. Hidalgo said a school bus carrying children required a rescue after driving near high waters but that everyone on board was safe.
California water managers have announced an increase to this year’s allocations from the State Water Project due to the healthy Sierra Nevada …
The United Nations say heavy rains pounding different parts of Kenya have led to the deaths of at least 13 people and displaced some 15,000 people. Forecasters warn that more rains can be expected until June. The U.N Office for the Coordination of Humanitarian Affairs, citing the Kenya Red Cross Society, said nearly 20,000 people were affected, including an estimated 15,000 people displaced due to heavy rains and flash floods across the country. The East African country has seen thousands of people killed by flooding in previous rainy seasons, mostly in the lake regions and downstream of major rivers. The Kenya Red Cross Society told The Associated Press that five major roads were cut off by floods.
Gov. Gavin Newsom on Tuesday announced the release of the state’s updated water plan, which garnered both support and criticism.
California has entered spring with an above-average mountain snowpack, and major reservoirs are in good shape for a second consecutive year. The California Department of Water Resources measured the water content of the Sierra Nevada snowpack Tuesday at 110% of the April 1 average. The benchmark date is when it has historically been at its peak and helps inform runoff forecasts. The above-average snowpack staves off immediate water supply concerns, but officials are still cautious. How the snowpack translates into runoff into rivers, streams and reservoirs will be seen over the next few months.

Fewer fish and more algae? Scientists seek to understand impacts of historic lack of Great Lakes ice
An unusually warm winter has left the Great Lakes all but devoid of ice and sent scientists scrambling to understand the possible consequences as climate change accelerates. Researchers believe that warmer lakes could lead to bigger algae blooms, more evaporation, and beach erosion, and less oxygen for bottom-dwelling organisms that bigger fish consume. But they don't know for sure because the lakes have been studied relatively little during the coldest months. According to the Great Lakes Ice Tracker website, ice coverage on the lakes dropped to just 3% in mid-February, a time when usually 40% of the lakes are covered. That's the lowest figure since at least 1973, when the site's records begin.
