Police say a Texas man fatally shot three people in a Target parking lot, including a child and her grandfather. The suspect, 32-year-old Ethan Nieneker, allegedly acted unprovoked and chose his victims randomly. This happened on Monday during back-to-school shopping. After the shooting, Nieneker reportedly stole two cars before being arrested in Austin. Authorities say he has a history of mental health issues and previous arrests for domestic violence and assault. He is being held on capital murder charges. Police have not offered a motive for the shooting.

The U.S. Department of Housing and Urban Development says that rental assistance for some 60,000 Americans fleeing homelessness or domestic violence will run out of money by the end of next year. Analysts say that could churn tens of thousands of Americans back onto the street. The pandemic-era program, called Emergency Housing Vouchers, was designed to pull people out of homelessness, domestic violence or human trafficking. It was intended to keep paying rents for nearly a decade, but as rents rose, the money will run out in less than two years. Congress could further fund the program, but those lobbying for the program say it's an uphill battle.
