And everytime you vote they want $1.00. They encourage you to vote multiple times on one issue also (weird concept on voting). Of course the more you vote the more money they rake in.

Funny, I voted, and wasn't asked to pay anything. I saw nothing about money on the homepage or FAQ page. After I voted once, I was unable to vote again. I'm not saying it's a legit site, but I saw nothing that you mentioned.
