John L. Maltbie, San Mateo County manager since 1989, today informed the Board of Supervisors of his plans to retire on Dec. 30.

We today will be legally debating whether we have totally forgotten that blacks in this state were wiped off the face of the earth just like 654 years ago they were eliminated from European thought, and replaced by proverbial fairytales, as arguments pro and con fill the air as to why we still need the blunt instrument which saw the demise of California Native Americans who though they could have easily run did not.
