He seems to be the only one who does.
He is certainly in the minority on this one. Every single Police Department in San Mateo County disagree with him. As a matter of fact all as in 100% of all Police Departments are refusing to use the Communication System.
Its fair to say that Carlos Bolanos has a different perspective Law Enforcement then most.
He was recently identified as a Customer of Prostitution where Human Trafficking of Sex Slaves including underaged girls. Operation Dollhouse April 21, 2007 3434 Eldon Street Las Vegas Nevada.
In 2002 while Chief of Police for the City of Redwood City he made the choice to protect a personal friend of his, a Family Law Attorney by the name of Dennis John Durkin. Instead of protecting the child.

It seems that CPS reported to RWCPD that the above mentioned adult male attorney allegedly found it necessary to make home visits including private bedroom meetings with a 12 year old female I'll call Sarah.
Officer P. Cang #351 confirmed the allegations from two sources one being Durkin himself. He concluded the report as UNFOUNDED.
There might be a connection here with underaged girls and Undersheriff Carlos Bolanos.
