This past year,at least 5 boys at a group home in San Mateo were severely sexually abused by a counselor there by the name of Cardell Brown. They were sent to this home from Hillcrest juvenile hall.

Brown pled guilty in September and was sent to San Quentin for four years. The prosecutor was Melissa Mckowan - the prosecutor in the William Ayres case.

The question is, Brown was a known felon and sexual predator. Who hired him ? The probation department at Hillcrest ? Did anyone do a background check ?

And another question; Why has the District Attorney's office kept this story away from the press ? They have no problem telling reporters stories about ice cream vendors who kiss nine year old girls. Why did they not want this story publicized ?

Chief Probation Officer Loren Buddress is responsible for the hire. He is the same man responsible for the investigation of 2 girls from Hillcrest having sex with Carlos Ordonez an employee of Mr. Buddress.

Mr. Loren Buddress had 25 of his employees go to Las Vegas this last April 21, 2007, for TEAM BUILDING with Sheriff Greg Munks and Under-Sheriff Carlos Bolanos...

He is also a Board member of Service League of San Mateo County (which is not affiliated with San Mateo County) as is District Attorney James P. Fox and Sheriff Greg Munks.

Steve Wagstaffe made up his mind that the Victor Willis failure to appear was a more important story...so much so that he personally contacted the America's Most Wanted.

Steve Wagstaffe made up his mind that the Victor Willis failure to appear was a more important story...so much so that he personally contacted the America's Most Wanted.

Why should any of them give a care? Just as long as their check is make to cash, each and every pay period, they do not care if a fellow Democrat bilked the county out of nearly $2 billion. Last night's line from the board of supervisors proved it, because they're still stuck on a number which is closer to the overtime pay countywide [$25 million would be just about right, for a $1.7 billion annual budget]!

Was DDA Melissa McKowan ordered, instructed, threatened in any way not to make this case known to the media?

McKowan has her own contacts with the press.

What was the date of arrest?

First court appearance?

Case # SC064249 if you want to check on the details. I do not know how things work in the DA's office, but I would imagine that McKowan has no say in which cases are publicized and which are not. It would seem to me that the decision would be left up to Wagstaffe and Fox. Perhaps a reporter should ask Wagstaffe why this case was not included in his daily media notes back in August and September. A very telling ommission by the DA's office, if you want my opinion.

Melissa Mckowen has her own relationship with reporters, and she can get out any story she wants to get out unless she was ordered not to...

She has no say in what gets reported to the media at the begining, That's up to James P. Fox and Steve Wagstaffe but once the case is started, she has easy access to the reporters.

No wonder Steve Wagstaffe didn't let the media know about this case.

It was only 36 counts, 8 Felonies, 24 Misdemeanors

Procecutors were DDA RAFFAELLI on 8/07/07 and DDA MCKOWAN 9/04/07

The District Attorney Office Dismissed 4 Felonies and 28 Misdemeanor and wrapped this case up with no trial or news about boys being molested by San Mateo County employees......

The San Mateo DA's office has odd priorities - they have no problem publicizing the drug case of Victor Willis from the Village People or the case of an ice cream vendor who doesn't speak much Engish who kisses a ten year old girl.

But it is sad and inexcusable that Wagstaffe and Company did not feel that this case was fit to include in the daily media notes to reporters. I wonder how those boys who were assaulted feel about this ?

James P. Fox and Steve Wagstaffe did more than hide this case from the media, they dismissed almost all the charges so that the witnesses and evidence would NEVER be heard in open court. The case was moved to the Northern Branch so no reporters would stumble across it. They protected the Probation Department and Hillcrest Juvienile Hall friends instead of the CHILDREN. This is consistant with James P. Fox's last 27 years as our DA. He and Steve Wagstaffe have told the victims and their families loud and clear We San Mateo County protect the MOLESTERS not the CHILDREN.

We could have prosecuted Dr. William Ayres in 1987 had it not been for James P. Fox and Marta Diaz.

The victims of Cardell Brown filed a civil suit last week.

Case: 468533.

I hope this time the media covers this - especially since Steve Wagstaffe seems to have "forgotten" to let them know about Brown's criminal case.

At the time Mr. Cardell Brown was hired by San Mateo County, he was a convicted felon (forgery), had recently been arrested again (traffic violation 95MPH) was himself a recovering addict, and had overtly engaged in sexual relations with other males.........

Cardell Brown was charged with 36 counts....He was only there 90 days.

If you add the Dr. William Ayres case, and the Carlos Ordonez case another Probation Department Employee having sex with wards of San Mateo County you will see a pattern of PROTECTION from the highest levels of our Law Enforcement and Supervisors......There is nobody looking out for the CHILDREN except citizens.....

The Sheriff Department controls the booking photo.

The arrest/booking was never revealed.
The court dates were never revealed.
The sentencing was never revealed.

This was another San Mateo County story of wards from Hillcrest being molested, the Mr. William Ayres case is currently the largest molestation case in San Mateo County History, and somehow James P. Fox, Steve Wagstaffe, Greg Munks, and the Board of Supervisors are fine with the ordinary citizens of SMC not knowing about it.

If an employee harms their colleagues in any way as a result of being employed in that specific company, and the employer could have foreseen the problem by
doing a California search criminal background, then the employer can be sued for the act which caused the harm. Examples of such harm, which drive employers in California search criminal background (http://backgroundsearch.com), are: assault in the workplace by an employee with a violent record, injury through poor training or negligence by someone who lied in their resume, or even injury to shareholders because of the decisions of an unqualified accountant.
