Supervisor Rich Gordon informed Sheriff Don Horsley that he had presented a false and misleding document to the Board of Supervisors. He also stated he didn't give a Damn about why the 9 positions had not been filled by the Sheriff as authorized by the Board since last year.

He was the only Supervisor outraged.

How many Sheriff Deputies do we have on the payroll?

How much money was or has been spent in the last 5 years for overtime?

Is the overtime equally shared between all deputies or is there a small number that receive a large percent of overtime?

Who authorizes the overtime, and who verifies that the overtime actually happened and was worked.

I happen to know that the Board of Supervisors was warned by letter several years ago about the potential of overtime fraud in the Sheriff Department. The letter stated that it was a computer code number only with no paper trail to verify.

The overtime makes a huge difference to the retirement package. If there is fraud and abuse that is stealing from the public.

I think the public has a right to know who our top money earners are in the San Mateo County Sheriff Department. If it is equal than there is no problem
lets find out.

I think it is pretty incredible that the Sheriff can stand in front of the BOS and be calm after he was just told he has supplied a false document.

This is our same Sheriff who under oath stated that all 10 lbs of C4 have been recovered. That was less than 7 minutes after the ATF agent under oath stated that all 34 lbs of C4 had been recovered.

I'll try to make this point more simple.

I have reason to believe....(a letter) was sent to the Board of Supervisors several years ago by an employee of San Mateo County, warning them of Fraud, involving Overtime Payments of Sheriff Deputies. The letter warned that the Overtime was being issued by a computer code with no paper trail to verify it actually had occured.

Everybody loves overtime. Why do government employees seem to benefit so much from overtime pay? The rest of us sure don't. Well I'll guess it is because there are some strong unions out there supporting these employees. I do not think there is any wholesale fraud going on. Overtime benefits just seem to be something that always gets abused at the government level.

Dear Silverfarb,

I hope you are right, I hope this is normal, but because of the letter I mentioned above It should be looked into to see if a small group of Sheriff Deputies have been receiving a much higher amount of overtime.
This affects the pension debt of the Tax Payers.

Also I am not talking about real honest overtime. I am talking about overtime being paid for work that was NOT done. That is what the letter was warning about.

Todays article by Michelle Durand.

"Sheriff Don Horsely claims he and County Manager John Maltbie eked out an agreement this week to add the extra money back into the departments budget."

"Maltbie won't formally comment on Horsley's assertions."

Is that normal for an outgoing Sheriff and the County Manager to negotiate privately for this Overtime when the Sheriff refused to hire the 9 employees he was authorized to last year?

Overtime instead of more employees?

This $1,400,000.00 OVERTIME is to by divided by how many deputies?

What dollar amount per Deputy is the Sheriff going for?

What does this do to the total yearly income of those few deputies?
