Parking Meters in San Mateo deceptive

Every Sunday I see people in downtown San Mateo paying parking meters and paying to park in the Parking Garage. They do not realize that is free to park on Sundays, and the city sure doesn't want anyone to know. Try to read a meter or the signs at the parking garage - the hours and days to pay are printed so small you can barely see it. Comments?

I've accidently done it myself. Especially when at the parking garage going to the movie theater. It's actually a little confusing as to when you do and do not need to pay money into the machine. It's not very clearly labeled.
