Rubber Stamping is the practice used to place a Judge or Commissioner signature on a Legal Document. The Clerks of the Court have a Rubber Stamp of the Judge or Commissioner's signature.
Court Orders have been Rubber Stamped in our County Courts, This is a common practice.
What makes this an IMPORTANT ISSUE is this fact that once an order is signed by a Judge or Commissioner it is the Court Order. It can be argued, that that is exactly what the Judge/Commissioner had wanted. Even if the order stamped was nothing as ordered by the Judge/Commissioner at the hearing.
When a Judge/Commissioner does sign a Legal Document there is a record in the computer and the file, Registry of Actions (ROA).
If a Family Law Attorney has a relationship with the Court Clerk he/she could gain access to the Rubber Stamp and have Court Orders Stamped without the Judge/Commissioner knowing it.
Case F030896 is such a case. A six page document with no Autor titled FINDINGS AND ORDER AFTER HEARING OF MARCH 10, 2000 filed on March 28,2000 by Clerk of the Superior Court Carmen Krupenin, It was Rubber Stamped on March 27, 2000 in Commissioner George Taylor name. There is no record of the Commissioner signing in the ROA.
Karen Anderson a witness to the proceeding of 3/10/00 filed a six page AFFIDAVIT which was filed 4/13/00 and verified in the ROA.
Karen Anderson was just trying to let Commissioner George Taylor know that nothing in the six page Court Order was true.
It didn't seem to make much of a difference.
The District Attorney's Office refused to meet with the woman to hear this criminal complaint.

Should we allow Commissioners to make Child Custody Orders?
We just past the three year anniversary of the Murder of Sarah Orozco Reyes, a 3 year old little girl who was court ordered to have weekend visits with her father. Her father had been Court Ordered to attend 52 weeks of Anger Management classes. He had attended all of 3 sessions, He didn't speak english. It was reported that he was doing so well.
He strangled her then hung himself. the first day of unsupervised visitation.
Commissioner Richard H.DuBois made the order based on the recommendation of a Family Court Services report by John Skukas MSW, and Nancy Morrison LCSW.
Children are Important, Lets protect them.
If a parent is Court Ordered to 52 weeks of Anger Management, I say make them attend all 52 weeks before they are allowed near innocent children.
That is the least we can do in San Mateo County, to Protect Our Children.

Gee, I never thought of that "To Protect Our Children". Perhaps instead of being the savior of our District Attorney's Office you could also take on Educating us all on how we protect our children. I am sure no one knows how this is done. You could also teach us how to feed them, clothe them, and maybe for extra credit, how to Love them.

You know that is not what I am talking about here. Find another way to entertain yourself.(Don't forget your the one who said I own Taylor Freezer) a company involved in a felony Fraud case)
How about having the ABUSIVE parent complete the court ordered 52 weeks of Anger Management before the child is placed back with that person.
Whats wrong with giving that ABUSIVE parent a wake up call. How about you have demonstrated you can't be trusted with your own child. Stay away for 52 weeks.
It was arleady court ordered. What the HELL was the HURRY.
That way the Abusive parent can think about his/her behavior for 1 year.
I don't know if this will work or not, Can't be any worse than what happened.

Just because a Judge was appointed with the title, and gets repeatedly elected by default...Does not make them a better judge over a commissioner.
In fact, the entire system stinks. ie. An Insurance Attorney with no family law experience can get appointed to Family Law...It happens all the time.
They fill the required paperwork and once they are in...You can never get them out.
That is the problem. You get a guy just winging it in there.

This is just my humble opinion. Not to say that there are any crooks or nefarious characters in San Mateo's County government or courts. However, San Mateo County's court system and county government, in general, reminds me of something akin to the court system and government in Louisiana under Huey Long. Maybe the New York City government under Boss Tweed, with all of its inefficiencies, is a more appropriate example. Take your pick. You figure the rest out....

The San Mateo Family Law in house mediation system...is not actually mediation because the same person that mediates forms an a opinion and submits it to the Judge; in a chicken sh-- manner.
The Judge therefore saves his ass and blames it on the so called MFT; The MFT is therefore the actual judge and jury while the Judge does nothing but sign off.
I take the MFT is probably straight out of college or still in college, and fully biased and inexperienced in real life.

Jan Locker is the MFT.
Judge is Clifford Cretan.
