Rankings show strong schools

Local schools found out where they ranked and just how much road must be covered by next year, when the California Department of Education yesterday morning released the 2010 Base Academic Performance Index growth targets and school rankings.

Ranking schools statewide and nationwide shows how local education offerings fare in the larger picture. Last year, San Mateo County had six schools receive a 10 rating in both state and similar school rankings. This year the number grew to 11.

In the Hillsborough Elementary School District, North, West and South elementary schools earned the ranking. Two schools in San Carlos — Heather Elementary and Tierra Linda Middle School — earned the 10/10 score. Both schools in the Las Lomitas School District, Las Lomitas Elementary and La Entrada Middle, earned the top rating. North Star Academy in the Redwood City Elementary School District also earned the top marks, as did Ormondale Elementary in Portola Valley, Woodside Elementary in Woodside and Portola Elementary in San Bruno.

Not a single high school was given the double 10 rating. Mills High School did receive a statewide ranking of 10, but a 6 ranking compared to similar schools. Alternatively, Carlmont and Summit Preparatory high schools received a 10 compared to similar schools and a 9 statewide. Sequoia High School earned a 10 compared to similar schools and a 7 statewide.

“This is constructive information that provides parents, schools, educators and the general public valuable insight into how schools are performing when measured against others,” said State Superintendent of Instruction Tom Torlakson.

Each school was given two different academic rankings on a scale from one to 10 with 10 being the highest. The first score shows a statewide rank, calculated using each school’s Academic Performance Index and separately for elementary, middle and high schools. The similar school rank shows the school’s standing among 100 schools with similar makeup — such as school, student and teacher characteristics. Because of how the rankings are calculated, there will always be schools ranked 1 and others ranked 10.

Students statewide were tested this spring. In addition to being ranked, goals set Thursday are related to those recently-completed tests, results of which will be released this summer.

Goals range from none at all, for schools which already score 800 or over, to a 21-point gain for schools which have yet to attain the 800 score.

Newcomer Academy in Redwood City, a small school, was given the largest goal of 21 points, followed by Garfield Elementary in Redwood City with a goal for a 10-point gain. Stanford New School in East Palo Alto was given a goal for a 9-point gain, followed by Cesar Chavez Elementary in East Palo Alto, which received an 8-point goal. Bayshore Elementary, Jefferson High, Ronald McNair Academy each received a 7-point goal.

A number of schools — Fair Oaks Elementary, Belle Haven Elementary, Kennedy Middle School and Baden High School — were given 6-point goals. Many schools were given 5-point goals or smaller. Goals were not given to any school in the Belmont-Redwood Shores, Burlingame, Hillsborough City, Las Lomitas, Menlo Park City, Millbrae, Pacifica, Portola Valley, Woodside or San Carlos elementary school districts.

The Academic Performance Index is a numeric scale ranging from 200 to 1,000 that reflects a school’s performance level based on statewide testing results. While a 700 score is considered basic and an 875 score is considered proficient, California has a performance target goal score of 800 for all schools.

Not meeting the standards can mean a loss of funding or control for schools and school districts. These thresholds of understanding will begin to increase next year to meet the requirements of the federal No Child Left Behind Act. At that point, it may become harder for districts and schools to meet the target growth. These objectives increase over time so that, by the 2013-14 school year, 100 percent of students at all schools must score at the proficient level or above.

The API scores were taken from the 2010 Growth Academic Performance Index prepared by the California Department of Education in August 2010. API scores range from 200 to 1,000, with 200 being far below basic, 500 being below basic, 700 being basic, 875 being proficient and 1,000 being advanced. The statewide API performance target for all schools is 800.

The scores are shown for each district as well as for the individual schools within the district. The first number is the 2010 API growth score, the second is the 2010 statewide rank, the third is 2012 similar schools rank, the fourth is the 2010-11 growth target and the fifth is the 2011 API target. Some schools may have an “A” or “B” in one of the columns. A means the school surpassed the statewide goal last year and wasn't given a goal. B means this is either an alternatives school model or district which does not receive statewide or similar school rankings.

A “*” denotation means a school had between 11 to 99 students tested.
