Residents asked for input on street widening

San Carlos officials pondering the best way to fix the traffic congestion of the interchange at Holly Street and Highway 101 want residents to offer insight into a number of possible solutions.

The city held a community meeting Wednesday to unveil 10 options and  now posted the alternatives, complete with designs, on its Web site. The Public Works Department is asking residents to pick their top three favorites and add any other comments about the plans. All will be considered by the Transportation and Circulation Commission at its next two meetings, Nov. 17 and Dec. 15.

The options include:

• The Palo Alto Medical Foundation Mitigations: This is the baseline project developed through the environmental impact report for the PAMF project and included in the city’s general plan and traffic impact mitigation fee program. It includes a partial widening of Holly Street and half of a partial cloverleaf conversion of the interchange.

• Alternative A: The PAMF mitigations plus closing the southbound Highway 101 offramp to Holly Street.

• Alternative B: PAMF mitigations plus closing the southbound Highway 101 onramp from Holly Street.

• Alternative C: PAMF mitigations plus adding a bike boulevard on East San Carlos Avenue.

• Alternative D: Fully convert the interchange to a partial cloverleaf.

• Alternative E: Create three permanent lanes of traffic and permanent parking on Holly Street by moving the road three feet closer to existing homes within the current right-of-way.

• Alternative F: Create four permanent lanes of traffic and permanent parking on Holly Street by buying seven additional feet of right-of-way on each side of the street and move the road 10 feet closer to existing homes.

• Alternative G: Provide one-way traffic flow on Holly Street along with one-way traffic flow on East San Carlos Avenue.

• Alternative H: Provide one-way traffic flow on Taylor Way, along with one-way traffic flow on Terminal Way. Residential streets would need to be closed off at Industrial way to prevent cut-through traffic.

• Alternative I: Create a roundabout at the Holly Street/Industrial Road intersection and a multipurpose path in the median of the Holly Street overcrossing.

The Holly/ Highway 101 interchange is a known traffic hot spot for the city and plans for the PAMF medical facility — currently on hold due to the economy but still expected — and an In-N-Out restaurant on Industrial road could add to the congestion. The city is also considering moving its sole red light camera to the intersection where a survey last month showed 20 violations in a 12-hour period.
